Sick absence type: attachment vs. certifications

What is the best approach for the sick leave attachments: use the attachment feature on the plan type setup page or create certifications as action items?

I am currently working on a project where the employees have to be able to attach a sick leave form. The most simple and easy solution is to use the absence attachment feature at absence entry based on some criteria, feature released in 20B (Oracle Workforce Management Cloud 20B What's New). This is also the solution I am in favor of implementing.

However, I am also considering if this could be approached through the absence certifications feature, which I am afraid I do not completely understand. According to this post from many years ago (
