How to create security privilege

Summary: To make a personalization visible only to some users a new privilege has to be created.

I'm creating the personalization which should be visible only to some users base on their roles. According to Configuring and Extending Applications Guide as the first step new Privilege must be created:

Could someone advice how and where create new Privilege? Thanks.
