Data Role visibility is not as it configured

Summary:

We have created a new Admin Data role where the Person security profile is restricted to with AOR for Business Unit level. When preview the the user records that can access for a selected admin through the person security profile it shows the correct number of records as per the attached records.

But when we search employees through Person Management or RUI, we can view employees from other plants as well where the admin doesn't have access
