How to setup project status approval rule for one status and an FYI for another status

Summary:

I have deactivated all seeded rules and trying to setup 2 custom project status workflow rules 1) Approval to go to a project manager if status is set to "Submitted" and 2) FYI to go to a specific user if status is set to "zPret à capitalizer".

Content (required):

I setup 2 rules, one under ProjectStatusApprovalRuleSet (for "Submit" status) and the other one under ProjectStatusApprovalFYIRuleSetOne (FYI rule)

Both participants as well as rules are active and "Ignore Participant" unchecked, but whenever I try to change either of the statuses the system automatically reverts the status set to the previous one without sending any notification. I tries setting THEN conditions (users) to ProjectStatusNotificationApprovalPayloadType.projectStatusApprovalEventInfo.approverName, but the same thing happens.
