How to show all organization/department levels in hierarchical table

Summary:

I'm trying to build an analysis showing all departments in each legal entity but only get departments that have employees connected to them.

Content (required):

Attached is an example of the analysis i'm trying to build. Basically I want to show each legal entity and then x number of organization/department levels for each legal entity. The analysis works as intended in terms of showing the data, however I've discovered that it does not show organizations/departments with no employees.

How can I make sure that all organizations/departments are shown? The end goal is to show ALL departments for the legal entities in the hierarchical structure.
