How do you manage to Synchronize Grade Rates for employees who are not due an automatic increment

We have found that the Grade Step progression and the Synchronize Grade Rates are intrinsically linked, meaning that where an employee is not due an automatic increment, so the 'Include in Grade Step Progression' is unchecked, they also do not get the new salary which has been applied to the grade ladder for the grade and point they are already on when the latter process is run (even when run separately to the aforementioned.

We have raised this with Oracle who have suggested using a rule, but these employees are not based on a specific rule, for instance they can be among other employees on the same grade/position etc. but they do not automatically receive the Annual Point Increment, so no rule (internal) defines them.
