Is there any way to make Manage Training Resources view only?

Im trying to create a custom learning specialist role that will grant view only access to instructors, classrooms and training suppliers, however there is no view training resources priv for me to use and manage training resources will give edit rights to the content, anyone know how to get around that without using page composer?
