How to set default language differente from English and not using login page (SSO)

Hi Team,

A client wants that the users can access the system in Italian as default language and not English.

Also they have SSO access so they can't choose language and they asked to not give users the possibility to choose language in preferences.

Is there a way to default Italian than English?
