How to configure Archive Measures in DM Plan?

Summary:

I have a DM Plan that has archiving enabled, but the measures that use the archived data are not populating. The Measure Catalog for Archival has "Archive Catalog" selected, but the Archive Catalog is not assigned to any plans. Does it need to be? What is the proper configuration so the archive measures can be used?
