Unable to connect to OCI instance

Hi Team,

I created an OL7 instance with my free tier account. The instance shows as running, but I cannot connect to it. I cannot connect to it from the cloud shell itself. The "nc <IP> 22" gives connection timeout.

Tried connecting from a putty, but same error. I can see that the traffic is open for port 22 under security list, ingress rules.

I tried recreating the instance, but still gets the same error.

Any help would be appreciated.
