Submit Privilege's on Requests

Summary:

Workflow "Submit" privilege to allow requestor (who is re-submitting a request that was pushed back to them) to re-submit an update made to the request by a subsequent approver/enricher that the original submitter does not have security to make.

Content (required):

We have a process that will collect all change requests for ERP, FCC & Planning in 1 single request so that single request can be reviewed and approved by a governance board. We are accomplishing this by have an enrichment enabled approval policy on the ERP application that will notify the Planning admin of the change and allow them to enrich the request with the Planning updates. We of course apply security to the Planning admin so that they can only modify the Planning viewpoints. We would also want to apply security to the ERP/FCC admin so that they cannot
