Logic of INCL condition in Qualification Report

Summary:For HS Code 850720 we have below Condition to Item Qualification. 

({TS4_100EQ} AND {COND:[10283]}) OR ({INCL_100EQ:850790} AND {(RVCN_62GE OR RVCT_72GE)} AND {COND:[10283]}).

BOM has total 9 components . 5 from Originating country and rest from Non-originating country.One component from Non-originating has HS CODE as 850790 and rest has some other HS code . In this case BOM did not qualified. In this case I had expected BOM should get qualified.

So, just want to understand in what scenarios system respect this ?
