Is there a way to add requisition linked to Work order to existing PO

Is there a way to add requisition to existing Purchase Order?

Content (required):

System will not allow adding requisitions linked to a work order to existing Purchase Orders. In EBS adding any new requisition is allowed to existing Purchase Order regardless if requisition is linked to a work order or not.

Is there a way this can be done in Cloud? Business expects to have the same functionality with EBS
