workforce structure change report

trying to build a report that captures changes on the department table. We maintain history on our departments, but would like to be able to report on it. If we do the report in OTBI, it just pulls the latest information on the workforce structure.

If we do it in BIP, and use this table: HR_ORGANIZATION_UNITS_F_TL, how can we get the model to show the new information and the prior on departments?
