Prerequisites by certification - can we create our own certfications?

Summary:

Can we create our own bespoke certifications to use as a course prerequisite? If so, how?

Content (required):

We have a couple of H&S courses where it would be useful to award a certification of some description on completion and then use this as a pre-requisite for other courses. However, there isn't anything suitable in the current list of certifications and qualifications that I have access to.

Is is possible to add our own certifications to this list?
