Does constrained planning also consider transit times when evaluating ranks within a sourcing rule?

If a sourcing rule has multiple rows (eg rank1= buy, rank2=transfer), GOP will overrule rank if leadtime to transfer is shorter than to buy. Does a constrained plan behave the same way?
