Parental Leave setup for Netherlands Legislation

We'd like to set up Parental Leave for NL legislation

Content (required):

We want to improve our setup so that balances that are available for workers that take parental leave are assigned based on a single HR approval and the rest of the approval is routed through the line manager.

I found some Oracle documentation, but I am having a hard time to set it up in a way we would like. I figured there must be more Dutch companies using Oracle HCM, so why reinvent the wheel.. 

For the unitiated, the requirements are as follows (feel free to correct me if I got any terms wrong, still need to confirm the final numbers with HR colleagues):
