Is there a way to assign Table Validated Value set to USER_DEF_ATTRIBUTE in Project Costing Details DFF

We have a requirement to assign a table validated value set to USER_DEF_ATTRIBUTE1 column in Project Costing Details Descriptive Flexfield. System is allowing only Independent value sets and not allowing Table validated value sets. Is there any constraint in this UI or column? Is there a way to assign table validated value set to USER_DEF_ATTRIBUTE1 column.
