Received alert about exceeding budget forecast, I have/see no resources being used?

I have a free tier. I had an alert set up to warn me about usage back in a day. I don't have (should not have) any resources running. I've just received an alert just today, nothing else:

Alert Type: Forecast | Threshold: 80% | Time in cycle: 8 / 31 days | Spend in cycle: CAD 513.99 | Forecast: CAD1,991.75

How is this possible? I'm checking the Cost Analysis and it shows: Time Period : Jun 3, 2021-Oct 8, 2021 | Cost To Date : PLN 0.00 (PLN) 

I looked for any resources running and I don't see any. I checked the cost analysis and it shows zero. How do I know I'm checking correctly?
