Not able to use @ATTRIBUTE in FCCS_10 nor ODR rule. Error is "Invalid member name xxxx in function [@ATTRIBUTE]"

Content (required):

It is documented in FCCS admin guide that @ATTRIBUTE is supported , however, when I tried to use it in ODR( and in FCCS_10 it failed to run with the similar error message), it can pass rule validation however it will fail to run, with error "Invalid member name xxxx in function [@ATTRIBUTE]". So my question is at what level does FCCS support @ATTRIBUTE? How to use it in ODR or FCCS_10?
