WO was "Closed" in prior Costing Period which is closed. Can user reopen "Closed" WO in new period?

WO was "Closed" in prior Costing Period which is closed. Can user reopen "Closed" WO in new period?

Scenario:

User "Closed" WO in SEP-21 period. Also, GL and costing SEP-21 accounting period are closed and OCT-21 period is open as part of month close process.

In OCT-21, user realized that he is required to enter new transactions to same WO. He wants to reopen previous "Closed" WO.

Question:

1.) Can user reopen "Closed" WO in the next new open period?

2.) If yes, then what costing accounting entries will be passed?
