Attempting to load external learning and attaching it to a learner results in error

We are on 21C.

I can load non-catalog learning using the Noncatalog Learning Item Template. But when I try and map it to a learner I run into various errors.

I've seen in a different post on here that I need to specify ORA_NON_CATALOG as Learning Type. But that doesn't seem to do it either. It is asking me for assignment number etc.

Has anyone done this successfully and can share it with me?
