HR to fill in performance document on behalf of manager/employee

Is there a way to give HR admin to fill in performance document on behalf of a manager/employee?

Content (required):

We were asked by HR admin for an option to change/fill-in rates/comments/answers filled in by managers or employees. This might be in cases when manager/employee is out of office and don't have access to the system or having technical problem accessing the system but the process should be completed in order to finalize rates to transfer them to other dependent process.

As for now I don't know about an available option to provide HR users with such update option. HR can only view performance document content but not update. There is no upload of performance document rates/comments neither.
