Summary:

Oracle Cloud announcement emails are not consistent

Content (required):

Some of the Oracle Cloud announcements are not generating emails; sometimes I get them and sometimes I don't. Emails such as outages, updates, maintenance completions, environment refresh completions, etc.

Can anyone provide assistance on where/how to troubleshoot?
