How to setup leave encashment in absence management?

We have a requirement to setup leave encashment functionality. Where access will be with HR only.
Suppose an employee have annual leave balance of 10 days, and he decides to sell 5 days out of it.
He may contact HR offline and request to encash 5 days.
Now HR should be able to encash 5 days of leave and employees balance should be reduced to 5 days.
Employee should be then paid for 5 days of leave through payroll.
May I know if this is possible in absence management and if yes, any guidance will be much helpful.
