Summary: IMT/TO is created but I cannot fulfill the requested quantity with what I have available in Inventory.

Content (required): My client has a business need to create an IMT/TO to a destination type of 'Expense' (Single Inventory Org so Intra Organization) but there is not enough quantity on to satisfy the demand. How can I drive the creation of a Purchase Order to buy the remaining quantity to fulfill my Transfer Order? The item planning method is "Not Planned'.
