new manager alert/report

Summary: We would like to capture both new starters with line manager responsibilities, but also those who have been promoted internally to have line manager responsibilities, and therefore wondered whether a report could be created to capture 1) new starters with direct reports, and 2) those who have gone from having no direct reports, to having direct reports.
