Auto email notification to the recipients when Quality issue is raised

How to send email notification to planner/buyer of an item automatically which is the affected object when a quality issue is raised, meaning -

1. we have done the Inspection

2. Inspection result is failed (meaning deposition is Reject)

3. Therefore a NC (Quality issue) is created based on the Action rule

4. The moment, this quality issue is logged/generated, we want the notification (to planner/buyer/or any 3rd person) of an item automatically which is the affected object.
