User is unable to view the pending worker list in the new person dashboard

Summary: An onboarding admin user is created to create and allocate checklists, view onboarding tasks and pending workers. This user is unable to view the list of pending workers in the new person dashboard.

Navigation: My Client Groups-> New Person Dashboard-> Pending Workers

Content (required): Users with other roles are able to view the pending worker dashboard but this user is unable to view it. Tried adding privileges but the issue is not resolved
