Organization Tree query for adding departments which are in common set

How to add departments defined under common set, in the organization tree

Hi All,

We have an org tree maintained to include enterprise-->legal entity-->division-->Business units-->Departments. Majority of the departments are created under specific BU sets, hence we are able to add them under each BU. However there are some departments which are created in common set which will be shared across all the BU, therefore how do we add these departments in the above hierarchy. FYI, we are using this org tree for defining the security based on AOR.
