Is anyone experiencing issues with Learner Withdrawals - post 21C?

Summary:

Learners have been able to withdraw themselves from a Course while still maintaining a “Not Started” status for its Offering. 

Content (required):

Learners have been able to withdraw themselves from a Course while still maintaining a “Not Started” status for its Offering. This is impacting Waitlisted learners who should be added to the Offering once the other learner is withdrawn. Does not happen to all course enrollments, only to those learners who had an enrollment prior to the 21C update.
