Default the Goal Hours and Clauses when Volunteer sign ups for first time

This is related to Volunteering Application. This requirement is applicable when employee signs up for volunteering. Business wants to default the Goal hours and also check all clause check boxes. Is it even possible via Page Customisation tool?
