Unable to start instance

I had an free trial account created on 15th July and never went above the said limits in using the free allowed resources, on 23rd October 2021 the ARM instance are stopped all of a sudden, when am trying to start them, am getting the following error

Unable to start instance: Instance ocid1.instance.oc1.ap-hyderabad-1.xxxxxxxxxxxxxxxxxxxxxx is disabled and will not accept any action requests. Please contact customer support to reenable.

Today i even tried to upgrade the account to pay as you go, yet its not working.

Can anyone from support tell me what am missing here?
