Instance stopped for unknown reason and I cannot restart

Summary:

I am on the "Always Free" cloud service. However my services have stopped. When I try a restart, I receive the following message: "Unable to start instance: Instance ocid1.instance.oc1.phx.anyhqljr7mm56aycvewrpbvslxx3fyu6otsmiquxolo35ka5uknarrrgempq is disabled and will not accept any action requests. Please contact customer support to reenable." As I am on the "Always Free" tier, I do not have access to customer support. How do I get my instances to start?
