Report Output without Issuing Raw Material

Hello Freinds

Looking for suggestion related to below scenario process Manufacturing.

we have a Operation with flag Completions with Under Issues are set to "Do Not Allow".

But when user go to to report Output, system allows to report output without Issuing Raw material (which is Input). Now when Work Order go through costing Process it shows error that Input Cost is missing.

Is there way we can stop recording output without Issuing Raw material?
