Reset the sequence in etext template when I have only one level where data resides

Experts,

I have to generate a sequence that resets after printing details for every person.

The Cost_ID tag makes sure every record that is needed is fetched on the report. I'm unable to make the sequence reset after printing records for each person.

Our grouping happens as follows : start with 'Person' then we group by 'Dist_Element_Name'.
