We are exploring the possibility of using "Pending Active" status

Potentially utilize "Pending Active" status for non-active learners required learning?
Content (required):
When a global roll-out of required learning takes place, we want all learners to have this requirement in their learning queue. However, if a learner is not in an active status (LOA, STD, etc), we want their enrollment to be put in a "Pending Active" status rather than a "Not Started" status so those learners can be excluded from further reminders and for reporting purposes. At this time, all required learning is automatically approved, so there is not a manual approval process.
Is anyone using the "Pending Active" status in this way? If so, how is it set up?
