What are the privileges/Duties Required for creating a role just for managing delegations for admin

We are looking to create a custom admin role which can only manage delegation rules for other workers.

Hi ,
We are looking to create a custom admin role which can only manage delegation rules for other workers. Currently this is done using two ways through person management> user account and quick actions> manage user accounts under my client group.
we do not want to give an admin access to other extra area for HR or security. We have tried adding the seeded duty role,
ORA_PER_MANAGE_APPROVAL_DELEGATIONS
ORA_PER_VIEW_APPROVAL_DELEGATIONS
but still it is not working.
