How to add new HR Help Desk Service Tickets through an import?

Hi there,
Using what is provided in this article https://docs.oracle.com/en/cloud/saas/sales/21a/faiem/import-your-data.html#FAIEM3122522 we are trying to use the import function to create a large number of HRHD tickets and I'm having trouble getting the import to work.
We have had success in updating existing tickets, but not yet with creating a new ticket.
I believe I'm missing a unique identifier for the system to recognize a new record but I'm not sure what the header should be and what we should put in it.
