Reopen POs within carry forward process for sponsored projects

Seeking advice on options to re-open thousands of POs as part of the year end process when not supported by the standard Carry Forward Process.

We are using sponsored project control budgets which the standard Carry Forward process does not support. Understand we need to finally close and reopen POs. Finally close is fine as there is a rest API, but what options exist for the "Reopen" operation? Is there really no other option than to do it manually?
