Using @CREATEBLOCK is not working when faced with block creation issues

Content (required):

When running my calculation rule, I realized that it wasn't working. Through debugging, it started working after I entered data in the destination POV first, which confirmed that I was having a block creation issue. I am trying to figure out how and where to best use @CREATEBLOCK in the below script. Having put it the way it is displayed below returns no errors, but it does not create the block/populate the desired calculation result.
