Learning-Course Learner Ratings-How to Remove

Summary:

At the end of a course a learner has the ability to 'rate' a course. How do I turn this function off?

Also, as Learning Administrator I should be able to delete rating comments. I'm unable to do that as well. Any idea on why? Thank you!
