Permission Error When Trying to Migration BIP Reports between DEV and SAT environments

We've setup a pipeline in VBS and are using a job to migrate data models and bip reports from one region to another and running into a permissions error on our app id -

Does anyone know what role we might need to add to the id to gain the access?
