Which parents does 'Copy' take from 'Impact Analysis' tab in a change order?

Summary:

When we look at ‘Impact analysis’ tab in a change order, we see the affected items’ parents at all levels, but ‘Copy’ button is taking only top-level parents. Is it as-design or a bug?

The greatest would be to let users to decide weather to take all parents, or to let them select few of the parents (by checkboxes), or maybe select by level (e.g. up to 2nd level).
