is there any issue using custom Job roles instead of custom abstract roles for employees and PW?

Summary:

We want to use data roles based on the same custom job role for employees and pending workers, but data roles are only avaialble for job roles not abstract roles.

Content (required):

We have multiple countries joining the implementation of HR core. Each country must have its own data set and sec profiles, but privileges and inherited roles should be the same between all of them.

We have the idea of creating one main job role for employees and then create data roles for each country, that way if we need to make some change to all role we can perform it in the job role and will be inherited into each data role.
