Restrict courses to be assigned by Managers

Restricting managers to assign specific courses.

We want managers to not to be able to assign certain specific courses to learners i.e. to restrict list of courses while assigning it to their team members. I believe the self service settings affects both learners and managers. Is there a way this can be achieved?
