Unable to baseline budget: with error ‘You don't have the required permission. (PJF-2236533)’

The user (ABC) has been given the Job Roles of Project Administrator and Project Manager.

The Project Manager Job Role has the privilege of ‘Project Budget Baseline Creation’ Inherited by Role Name ‘Project Management Duty’. And, this user has been given Data Access for the relevant Business Unit (BU-A) for both the roles.

The user is able to create the budget, but encountering the above error while trying to baseline.

If I make him the Project Manager for the same project, it allows him to baseline the budget. But, that should not be the case when he has been assigned the Project Manager Job Role which has the privilege of ‘Project Budget Baseline Creation’.
