Rich Media Migration task error message

Summary:

Since 21B or C we have had this error message popping up in random courses and specializations. When this happens, the cover art image isn't showing up anymore and I can't select it to upload a new one. We have only been on RUX since we implemented Oracle last September so I don't know why it's asking us to migrate to run this task as if we were ever on NUX.

The courses and specializations themselves work fine, but it doesn't make the course catalog look very nice. I think I have even had our COE run this task (or something similarly named) in a non-PROD environment and it doesn't fix it.
