This feature was released by Oracle in 20B, the release document just states to enable this feature and use OIC to make the call to get supplier ID for Create or Update Event.

We have made the set up in OIC to make the calls but it is not working, is there any set up we need to do to enable supplier event creation in the first place?

I saw some posts earlier about Supplier Sync using XML output which create a full supplier profile payload to consume however the intent here is to get the supplier ID which had a create/update event and use these ID as an input into the main Get Supplier API for other applications to consume.
