Absence type validation rule Fast Formula

We have 2 absence types.
- Maternity leave
- Extended Maternity Unpaid leave.
User should have exhausted 'Maternity Leave' in order to add 'Extended Maternity Unpaid Leave'. We have not created any absence plan for Maternity Leave and it's handled within Absence Type config itself. For this, we have used the below validation formula for Extended Maternity Unpaid Leave. But user is getting an application error while adding this absence.
Can anyone help to figure out what is wrong with this formula?
